Kaiapoi was officially proclaimed a town in 1857 by ordinance of the Provincial Council.
The Provincial Government maintained responsibility of Kaiapoi until the election of the Kaiapoi Road Board in 1864. In October 1864 Kaiapoi was proclaimed a municipal district; the newly elected municipal council first met on 1 December 1864.
Borough status was granted to Kaiapoi in June 1868, and the election of the Mayor took place at a meeting of the 'Town Council' on the morning of 11 June. Two candidates were nominated – Matthew Hall and Dr Charles Dudley. Voting was tied, but Matthew Hall, as Chairman of the Kaiapoi Town Council, exercised his casting vote and became the town’s first Mayor. Dudley became the first Town Clerk. The members of the first Kaiapoi Borough Council were Messrs Hall (Mayor), Oram, Kerr, Buddle, Newnham, Dudley, Porter, Middleton and Birch.
Kaiapoi Borough Council remained the governing body until local government amalgamations in 1989, when the Waimakariri District Council was formed. Kaiapoi Borough Council reluctantly had to accept the amalgamation. The last Mayor of Kaiapoi Borough Council was Hector McAllister and the last Town Clerk was Gary Saunders.
